YSB Senior Management Team
Guided by the strategic direction, mission and goals set by our Board of Directors, the Senior Management Team is responsible for YSB’s innovative programs and services supporting youth and their families in the Ottawa area.
The team is made up of highly accomplished professionals with decades of experience. Together they manage the complex day-to-day operations of the organization and ensure that YSB meets the needs of our community as effectively and efficiently as possible.
Joanne Lowe, Executive Director, comes to YSB from the Children’s Hospital of Eastern Ontario (CHEO), where she was Manager, Community Division of the Child and Youth Specialized Psychiatric and Mental Health Services for eight years. Previously, she was the Executive Director of the Canadian Mental Health Association, Ottawa Branch, from 1994 to 2003.
She is also a past Chair in Ottawa of the Alliance to End Homelessness, United Way Partner Agencies Network, and the Ottawa Executive Directors’ Network. Her primary interests include children, youth, families, housing and homelessness, co-occurring substance use disorders, case management and employment opportunities for and with people experiencing mental health problems. Jane Fjeld, Associate Executive Director, has extensive experience in the youth and mental health sector. Prior to joining YSB as Associate ED, Jane was the Youth Priority Knowledge Exchange Manager with the Centre for Addiction and Mental Health (CAMH), where she was responsible for the development and implementation of child, youth and family projects in the areas of health promotion, prevention, and clinical treatment applications.
Jane has served as Executive Director of the Eastern Ontario Young Offenders Services, Executive Director of the Elizabeth Fry Society of Ottawa, Interim Executive Director of the Roberts/Smart Centre, program supervisor with the Ontario Ministry of Health and Long-Term Care, and provincial Probation and Parole Officer. Janice Barresi joined the YSB team in November 2009 as the inaugural Executive Director of the YSB Charitable Foundation. Janice has over 15 years’ experience as a social worker, fundraiser and senior manager in the social service sector. Over the years, with her unique blend of social work and fundraising skills and experience, Janice has helped significantly increase revenues for the organizations with which she has been associated.
As a seasoned fundraiser, Janice has worked tirelessly to help various social service agencies to grow and expand their ability to serve their clientele. Most recently, Janice served as the Executive Director of the Children’s Bridge Foundation, and prior to that she was the Executive Director of Christie Lake Kids. As Director of Youth Justice Services, Gord Boyd is responsible for Community Justice Programs which include the management of both open and secure custody and detention facilities. Gord plays a key role in the Provincial Mental Health Court Initiative in Ottawa, and works closely with the courts to ensure youth with mental health issues receive treatment services and on-going counseling support. Gord was the Eastern lead on the Provincial Community Partnership Initiative sponsored by the Ministry of Children and Youth Services (Youth Justice Division).
Gord currently serves as the Co-chair of the Ottawa Youth Gang Initiative and Past President of Youth Justice Ontario, and presently is an active member of the executive team. He is also a longtime member of the Ottawa Youth Justice Network. Contact him at gboyd [at] ysb.on.ca
Jeff Burry, Director of Employment Services, has extensive experience in the employment sector. At YSB, Jeff leads a team that delivers various programs that help over 10,000 youth and families find employment each year. Jeff has been a passionate leader in broad community partnerships for the past twenty years, working in government, business, and education. In 2006, Jeff received the Friends of Apprenticeship award from the Ministry of Training, Colleges, and Universities as well as the 2009 Executive Leadership Award from the Ontario Network of Employment Skills Training Projects.
Jeff sits on board of the Ontario Association of Youth Employment Centres. He holds a Bachelor’s degree in Education and Physical Education from Memorial University as well as a Master’s degree in Education from the University of Ottawa. Contact him at jburry [at] ysb.on.ca
Francine Gravelle has over 20 years’ experience working with adolescents and their families in the mental health sector. She is currently the Director of Mental Health Services for YSB—a position she has held since 1995.
At YSB, Francine has worked as a frontline counselor and a clinical supervisor. She has also been a lecturer for the department of psycho-education at the Université du Québec en Outaouais. Currently, she is responsible for programs that include short- and long-term counseling, a 24/7 Crisis Line that includes a mobile crisis team, school-based programs, a Multi-Systemic Therapy program, the Positive Behavioural Interventions and Supports program, and Wraparound services. Francine holds a Master’s degree in Special Education and a Bachelor’s degree in Psycho-education. Contact her at fgravelle [at] ysb.on.ca
YSB’s Director of Community Services, Dan Sabourin, has been a staff member at YSB for over 27 years, working in all four program sectors of the Bureau: Youth Justice, Mental Health Crisis Services, Employment Services and Community Services. Dan is responsible for programs in the areas of housing and homelessness, health care and health promotion, life-skills development, and youth leadership.
Dan is a key community partner and strong advocate on the issue of youth homelessness. Currently, Dan is the Chair of the Alliance to End Homelessness and is a board member of both Ottawa Inner City Health and the Social Housing Registry. Contact him at dsabourin [at] ysb.on.ca
YSB’s programs are supported by a professional team that manages the agency’s financial and human resources, information technology, quality assurance and communications. This team ensures that 90.5 % of YSB’s budget is expended directly on programs, and that our services are constantly evaluated for effectiveness. They hire and support a staff team of 350 full- and part-time professionals, and ensure accountability to funders, donors and the community. They ensure youth and families in Ottawa know how to access YSB’s services. Central Services are managed by:
